Complaints on ethnic discrimination, harassment on the basis of ethnicity, discrimination in employment on the basis of ethnicity, on hate speech (incitement on the basis of ethnicity) and offense of ethnic/Racial contempt are to be reported to NCIC through a physical letter to the Commission or through various electronic channels
