Procedure Certificate to Whom it May Concern
- Load the online application.
- Identify person(s) for whom you wish to apply the certificate for.
- Choose certificate type.
- Enter all required information according to the type of certificate requested.
- Select option for delivery or pickup.
- Provide digital signature.
- Applicants will be notified by e-mail whether the application is approved or rejected.
- Once approved, applicants may return to Hukoomi website to pay for the fee.

Eligibility Certificate to Whom it May Concern
Qatari Citizens over the age of 18 with active MOI status may apply for a certificate for themselves.
Male applicants can also apply on behalf of:
- Wives
- Parents
- Sons and unmarried daughters
- Wives of sons
- Brothers and unmarried sisters
- Wives of brothers
- Grandchildren, except married females
- Nephews and nieces, except married nieces
Certificates can be printed in Arabic, or both English and Arabic.
Fees
The cost of issuing each certificate is QR10.
Need for the Document
To Whom It May Concern certificates are issued as:
- Proof of a citizens name change.
- Proof of a citizens change of passport, whether the old one was renewed lost or damaged.
- An official family statement listing all members of the family as may be required by an institution or another country.
